By-Laws Of The AFSCME Council 24
State Employees Political Action Committee

Article I
Name, Affiliation, And Organization

Section 1

The committee shall be known as the AFSCME Council 24 Political Action Committee.

Section 2

The committee shall serve as the public policy and political strategy advisory body of AFSCME Council 24 and its affiliated locals.

Section 3

The composition of the committee shall be determined by AFSCME Council 24. The president of Council 24 shall appoint the members of the committee from among members of the Council 24 Executive Board, affiliated locals and affilliated retirees. The Executive Board shall confirm the president's appointments.

Section 4

Members of the committee shall be members in good standing and the committee will be comprised of both current and retired state employees.

Article II
Duties Of Committee

Section 1

The committee shall assist the Council in the development of priority issues, public policy initiatives, membership education and political strategy.

Section 2

The priority issues shall be formalized in a written distribution to locals to serve as the basis for evaluation of candidates. This does not preclude locals from raising additional issues during interviews or evaluations.

Section 3

The committee shall review local recommendations of candidates for legislative office and make endorsements consistent with the priority issues, public policy objectives and political strategy of the Council.

Section 4

The committee shall evaluate candidates for statewide office and candidates for legislative office in areas where no local has conducted interviews. The endorsements shall be based on these evaluations.

Article III
Endorsement Process

Section 1

The committee shall adopt or reject the recommendation of the locals.

Section 2

In instances of conflicts between the recommendations of various locals, the committee is the vehicle by which to reconcile differing local recommendations.

Section 3

In the interest if timeliness and efficiency, the committee may delegate direct interviews and evaluations to a sub-committee; however, the final endorsement recommendation must be made by the committee and presented to the Council 24 Executive Board for their approval.

Section 4

Locals can appeal committee decisions to the Council 24 Executive Board.

Article IV
Nature Of Endorsements

Section 1

The goal of the endorsement process shall be fair and objective consideration of candidates for political office without regard to political affiliation.

Section 2

Endorsements shall go beyond nominal support of candidates. The committee shall endeavor to create an environment of internal education and grassroots activism which reflects commitment to endorse candidates.

Section 3

The committee will work with and communicate with locals to generate appropriate grassroots activity.

Section 4

The committee shall evaluate and critique election year activity, including endorsements, and report to the executive board any suggestions for improvements on process or activity level.

Article V
Funding And Disbursements

Section 1

The funds disbursed by this committee are collected by the mechanisms approved by the Council 24 Executive Board.

Section 2

The committee may prepare an outline of planned disbursements for each election cycle.

Section 3

All contributions shall be in accordance with state and federal laws.

Section 4

Contributions to candidates or other committees can be made up to the legal limit.

Section 5

The process to provide for contributions to fund-raisers and other events that arise in between meetings of the committee is as follows;

    Up to $100 approved by the President.

    $100 to $500 approved by simple majority vote of committee through telephone polling.

    Over $500 approved by simple majority vote of committee through special meeting.
